Ukrainian President Volodymyr Zelensky States Absence of Explicit Defense Guarantee from European Partners

The ongoing conflict in Ukraine is nearing its third year mark.

Ukrainian President Volodymyr Zelensky says European allies have not given him concrete pledges that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.

His comments come a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to support Ukraine for the long-term".

He added: "It paves the way for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we lack such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Damaged Ukrainian infrastructure
Russian forces persistently attack populated areas in Ukraine and vital facilities nationwide on a regular basis.

Last week, Zelensky said a peace deal was "90% ready".

Questions of land and security guarantees have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
