Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are released from multiple capitals. Immense energy is devoted on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from Russian territory, a capacity provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's missile defense activated: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that European nations are demonstrably unable to fill in the near term.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through words or deeds, from believing that the situation will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a total frontline collapse until situations evolve in its advantage.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a only one week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
