New Trump Doctrine Identifies The Continent's Fundamental Problem: An Alleged Shortfall of Xenophobia?

During his first term, commentators often suggested that Donald Trump's statements should be taken seriously instead of word for word. Yet, real-world experience suggest that this approach could have got it backwards.

A recently unveiled American strategic document alongside a series of comments from U.S. figures, Trump proxies, and Trump himself have precipitated what could be one of the most severe challenges for transatlantic unity, the security framework that has underpinned stability and freedom in Europe since 1945.

From Burden-Sharing to Cultural Anxiety

While Trump's earlier critique focused on Europe's alleged failure to pay for its own security, his rhetoric has now evolved into a far more alarming perspective.

Colored by racial prejudice and a deep-seated disdain for Europe's political institutions and elected leaders, he has spoken about the potential of societal collapse on a continent he barely knows and mostly viewed from a distance.

"His recent interview devoid of clear ideological coherence is nevertheless replete with something else: the confused fear of an ageing white man facing a changing world."

This paranoid worldview, which has already influenced contentious U.S. immigration and policing policies, now appears to be informing the administration's understanding of Europe.

A Xenophobic Thesis

From this vantage point, migration from the global south causes a weakening of European societies, rendering them "weak" under "stupid" leadership and paving the way for their eventual decline. This is an openly xenophobic ideology, with the president's allies explicitly endorsing far-right movements across Europe.

While the broader theme of Trump's racial rhetoric is familiar, its meaning for European security are critically important.

For Trump and his Maga acolytes—a group that includes billionaire Elon Musk, who has called for the breakup of the European Union—all politics is inherently transactional. However, while the previous argument was about financial fairness, the new claim is that a decadent Europe is undeserving due to its embrace of multiculturalism.

Weakening from Within

During the conversation, Trump himself connects these dots in a form of wish-fulfillment exercise. He concedes that the Kremlin wants a divided Europe. Trump proclaims Europe to be weak, and by publicly highlighting the rifts between Washington and European capitals, he objectively helps Putin by further weakening European unity—all while denying any responsibility.

All of this is unfolding at possibly the most consequential moment for Europe in decades, with a brutal conflict in Ukraine and rising provocations across the continent.

As European nations draw closer to Kyiv facing continuing warnings of American abandonment, the peril is that Trump has rationalized a justifying narrative for not listening to his allies.

Reactions from Allies

This situation demands a robust reaction from capitals across Europe. Although certain figures, such as German Chancellor Friedrich Merz, have been forceful in their rebuttals, others—like the office of UK Prime Minister Keir Starmer—have continued with a policy of seeking to placate the White House.

Recently, the UK government declined to push back on the president's remarks about Europe or his renewed attack on London Mayor Sadiq Khan.

They said, "The Prime Minister enjoys a strong relationship with the American leader and a strong relationship with the Mayor of London, and is committed to cooperating with each to achieve stronger results for the people."

The stark reality is that Trump means what he says and says them repeatedly. The time has come to abandon the pretense otherwise.
