From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Within the immense confusion surrounding the United States attacks on Venezuela, the capture of leader Nicolás Maduro, and the declaration by Donald Trump that the US will “run” the country and “take back the oil”, there is no doubt – this establishes a truly chilling precedent.

A Grim History and a New Escalation

The United States carries a troubling legacy of interference, invasion and occupation in the region, but the recent overnight operation saw its initial significant armed assault on South American land. “American dominance in the western hemisphere will never be questioned again,” Trump proclaimed.

The decision to unilaterally attack another state and abduct its leader – mere days after he stated a desire for negotiations – carries even broader implications. This ought to concern everyone.

Profound Uncertainty for Venezuela

Venezuelans have endured a repressive, kleptocratic and incompetent regime under Mr Maduro, widely believed to have fraudulently won the most recent election. They now face profound uncertainty at best. Mr Trump has suggested that the vice president, Delcy Rodríguez would do as the US says, and brushed aside rightwing opposition leader and Nobel prize-winner María Corina Machado as a plausible replacement.

However, Ms Rodríguez, now the acting leader, has so far struck a defiant tone – and other parts of the headless administration are far more intransigent.

The Superpower as Rogue State

A man who was elected promising to abandon foreign wars now says he is “not afraid of boots on the ground”. Rebranding the Department of Defense as the Department of War was a substantive signal. He fails to perceive the world’s superpower as a guardian of order; he is converting it into a lawless actor.

He is convinced that the United States' strength allows it to do as it wishes with little consequence: consider the strikes on Nigeria, on Iran’s nuclear facilities. He asserts that Venezuelan oil means this new undertaking “will pay for itself”.

An Illegal Assault on Sovereignty

George W. Bush launched the invasion of Iraq on a lie. But this unlawful assault came without UN resolutions of any kind or the consent of the US Congress; Democrats were not even informed and say they were actively misled in briefings. Mr Trump aims not merely to stretch international norms, but to shatter them.

Disregard the implication this carries to leaders in Moscow, Beijing, and beyond, and ask where the US itself is heading. While the raid reportedly killed 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s growing sense of invincibility will almost certainly fuel additional military gambits.

The Thin Pretext and True Motives

It is widely rejected the justification that this is concerning narcotics. Venezuela is only a small transit route for cocaine; Mr Trump recently pardoned the ex-leader of Honduras Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself made it clear that he is driven by the promise of energy wealth as well as a desire to project strength, the ideology of some in his administration, and the appetite for triumphalism as his support at home declines.

World Leaders' Silence and a Weakened UN

The global reaction, especially in Europe, has – with honourable exceptions – been alarmingly quiet. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was commendable, but this episode highlights the institution’s growing irrelevance.

Mr Trump’s isolationist supporters at home could still pressure him to focus on domestic issues once more – but soaring healthcare premiums, public anxiety over the economy and ongoing controversies fuel his desire for external drama.

We are not yet 12 months into his time in office. The international community may come to rue the day if they stay silent now, with the question of which nation is next looming.
